Saudi Electricity Company (SEC). The power connection application is submitted through the SEC's online portal (mysec.se.com.sa) or at an SEC service centre. Required documents include the building permit reference number, the electrical load schedule prepared by the MEP consultant, the plot location, and the owner's national ID. SEC assesses whether the existing network infrastructure at the street can supply the required load. If a new transformer or network extension is required, the timeline extends significantly and the cost of the network works may be partially charged to the owner. A load agreement letter is issued when SEC approves the connection; the physical connection happens after the internal electrical installation is inspected and approved by a licensed electrical contractor.

National Water Company (NWC). Water and sewerage connection applications are submitted through the NWC's Mayyah portal or at an NWC branch. The application requires the building permit, a site plan showing the proposed connection point, and the estimated daily water consumption. NWC issues a no-objection letter confirming connection feasibility before the application is finalised. Physical connection works require a road opening permit from the Baladiya for any works in the public right-of-way, which adds a step to the process. Natural gas. Gas connection in Riyadh is handled by Saudi Aramco's gas distribution arm in areas where the network is available. Not all residential areas in Riyadh have natural gas infrastructure, and in newer districts the network may not yet be commissioned. Check network availability for your specific plot before including gas appliances in the villa design — redesigning MEP systems late in construction to substitute LPG or electric alternatives is expensive. Where gas is available, the application process runs through the Aramco customer portal and requires the building permit, an MEP drawing showing proposed gas appliance locations and pipe routing, and load calculations.

Completion Certificate and Occupancy Process

The completion certificate (Shahadat Al-Ijaza) is the formal confirmation that the villa has been built in compliance with the approved permit drawings and is fit for habitation. It is issued by the Baladiya following a final inspection. Without it, the building technically cannot be legally occupied, and it is required for any future mortgage, sale, or title transfer.

The completion application is submitted through Etmam once construction is finished and utility connections are in place. The Baladiya inspector visits the site and checks the building against the approved permit drawings. The inspection typically covers: overall dimensions and setbacks; number of floors and building height; window sizes and positions as drawn; boundary wall dimensions; visible structural elements; and presence of required safety provisions including smoke detectors.

Any deviation from the approved drawings — even minor ones such as a relocated door or added window — must be regularised before the completion certificate is issued. Regularisation requires a variation permit application, which goes through the same drawing approval process as the original permit. This is why as-built drawings must be prepared before the completion application is submitted, and why any deviations should be approved during construction rather than at the end.

Civil Defence issues a separate residential completion clearance that must accompany the Baladiya application. For standard single-family villas this is straightforward, but it requires the smoke detection system to be installed, connected, and functional at the time of inspection.

Working with a Licensed Contractor to Manage Permits

The permit process for a villa involves a minimum of five separate government authorities, multiple document submissions, and parallel utility applications that must be actively tracked. Most private villa owners engage their contractor to manage the permit process rather than attempting to navigate it independently.

A contractor experienced in Riyadh residential permit management will typically handle: assembly of the initial document package for the pre-design study; coordination between the architect, structural engineer, and MEP consultant to ensure drawing packages are consistent before submission; Etmam portal submission and tracking; response to revision requests; SEC, NWC, and gas connection applications; stage inspection scheduling; and the completion certificate application.

This management role is separate from the design work, which remains the responsibility of the licensed architect and engineers. The contractor acts as the project's administrative coordinator with the authorities, while the design consultants are responsible for technical compliance of the drawings.

When selecting a contractor, verify their SCA registration grade is appropriate for the villa's construction value, confirm they are registered on Etmam and have an active account, and ask for evidence of successfully completing the permit process on comparable recent projects in Riyadh.
