What an Office Fit-Out in Riyadh Actually Involves

Riyadh's office market has grown faster than its supply of experienced tenant-fit-out contractors. These are the local conditions that decide whether a Cat B programme holds, and they are not the same as they would be in Dubai or London.

Civil Defence certification gates your move-in date

Every partition layout change alters sprinkler coverage, smoke detection zoning and emergency lighting. Those modifications need Saudi Civil Defence review and a certificate, and that certificate is a condition of occupancy. It sits at the end of the programme, which is exactly where nobody has contingency left, so we submit early and programme the inspection.

SBC 601 constrains the specification, not just the base build

The energy conservation provisions of the Saudi Building Code apply to lighting power density, glazing and insulation in the fitted interior. A specification signed off on aesthetics alone can fail here, and the correction lands after the ceiling is closed.

KAFD, Digital City and Olaya each run building management differently

In the towers, the constraint is rarely the work itself — it is service-lift booking, permitted noisy-work hours, waste routes and the landlord's own approval cycle. A floor plate in KAFD and one on King Fahd Road can carry a two-week difference in programme purely from access conditions. We confirm those before pricing.

HVAC has to be sized for a Riyadh design day, not a nominal one

Base-build chilled water capacity is frequently adequate for the developer's assumed density and inadequate for yours. With summer design conditions in the mid-forties, an open plan at higher occupancy than the Cat A assumption will underperform from the first July unless the zoning is reworked properly.

Record the Cat A condition at handover, in writing

Riyadh leases routinely require reinstatement to Cat A at exit. Almost nobody documents the condition they received, and the dilapidations assessment then happens years later against a standard nobody can evidence. We photograph and schedule the as-received condition at mobilisation as a matter of course.

Saudization affects labour planning on long programmes

Nitaqat quotas and the availability of specific skilled trades shape how a fit-out is resourced. It is a planning input, not a surprise, and it is one reason we self-deliver MEP rather than assuming a subcontractor can mobilise on demand.

If you are comparing office fit-out tenders in Riyadh, the questions worth asking are when the Civil Defence submission goes in, what the landlord's noisy-work hours are, and whether the base-build cooling has been checked against your actual headcount. A tender that has not addressed those three has not been priced.

What is the difference between Cat A and Cat B office fit-out?

Cat A is what the developer hands over: raised floor, suspended ceiling grid, basic lighting, fire detection and a chilled water or air connection — a finished but unusable shell. Cat B is everything that turns it into your office: partitions, meeting rooms, floor finishes, joinery, power and data to the desk grid, HVAC zoning against your actual layout, and branding. Most Riyadh office leases are handed over at Cat A, and it is worth recording the exact Cat A condition at the start, because your lease will require you to reinstate to it at exit.

How much does an office fit-out cost per square metre in Riyadh?

Cost is driven by four things far more than by area: partition density — how many cellular offices and meeting rooms per hundred square metres — the specification of joinery, glazing systems and finishes, how much of the base-build HVAC, electrical and sprinkler installation has to be reworked for your layout, and whether the building requires out-of-hours working. A lightly partitioned open plan and an executive floor with full-height double glazing and bespoke panelling can differ several-fold. We price from a test fit, not a rate card.

How long does an office fit-out take in Riyadh?

Construction is rarely the constraint. On most offices the critical path runs through landlord approval turnaround and the lead time on glazed partition systems and joinery, both of which are ordered before site work begins. The realistic sequence is survey and test fit, then landlord submission, then long-lead procurement, then strip-out and first fix, then partitions and finishes, then commissioning and furniture. We set the programme backwards from your lease commencement or move-in date and tell you in week one which items decide it.

Do you handle the landlord approval process?

Yes. We prepare the tenant fit-out submission, take it through the landlord and building management review, and close out their comments before mobilising. We also record the Cat A handover condition in writing at the start of the job — that record is what protects you at lease exit, when the landlord's dilapidations claim is assessed against a condition nobody documented five years earlier.

Can you fit out an office while we keep working in it?

Yes. Phased fit-outs are common where a lease has no overlap period. It usually means splitting the floor into zones with sealed containment hoarding, running noisy works — coring, demolition, fixing — in evening or weekend windows agreed with building management, and maintaining fire escape routes and detection coverage in the occupied half at all times. It costs more per square metre and takes longer overall, so it is worth comparing against a short-term swing space before committing.

Who reinstates the fire alarm and sprinklers when partitions change?

We do, as part of the contract. Any new partition layout changes sprinkler head coverage, smoke detection zoning and emergency lighting. Those systems have to be modified and re-certified, and the certification is normally a condition of the building's occupancy sign-off. It is one of the most common causes of a delayed move-in, so we programme and price it from the start rather than treating it as a variation.
