What an F&B Fit-Out in Riyadh Actually Involves

A restaurant is the most heavily regulated interior most operators will ever build, and in Saudi Arabia the inspections are sequential and unforgiving. These are the local conditions that decide whether you open on time.

The municipality reviews the kitchen, not the dining room

Amanat Ar-Riyadh assesses the kitchen layout, the hygienic wall and floor systems, the drainage arrangement and the grease interceptor. Approval is a condition of the food establishment licence. A design that looks resolved front of house and unresolved behind the pass will not clear the inspection, and the rework is structural.

Grease interception is a routine failure point

The interceptor has to be correctly sized for the covers and the menu, correctly positioned for access and emptying, and served by drainage with adequate fall. Retrofitting it after the slab is finished is one of the most expensive corrections in F&B fit-out, and it is entirely avoidable at survey stage.

Gas and suppression go through Civil Defence

Gas reticulation to the cooking line, detection, interlocked shutdown and the wet-chemical suppression system over the canopy are all subject to Saudi Civil Defence review and certification. This is a separate approval from the municipal one and it has its own inspection.

Converting a retail unit to F&B is a different project entirely

Units originally provisioned as retail frequently lack the drainage falls, the extract riser capacity and the electrical and gas supply an operating kitchen needs. Creating those is a far larger scope than connecting to them. We check all three before anything else, because they largely determine the number.

Extract and makeup air have to be sized as one system

In Riyadh's climate the makeup air is not just a balance question — it is tempered air, and the cost of conditioning it is real. Sizing the canopy without sizing the matched makeup air is how a dining room ends up uncomfortable, doors stick, and cooking odour migrates front of house.

Ramadan reshapes both the programme and the trading model

The six-hour working day for Muslim workers applies during Ramadan, and operators typically want to be trading for iftar. That combination compresses an already tight window, which is why the equipment order goes in before the interior design is signed off rather than after.

Do you build the commercial kitchen as well as the dining room?

Yes — and on most F&B projects the kitchen is the part that governs the programme. We deliver the kitchen structure and hygienic finishes, stainless fabrication and equipment installation, the extract canopy and its matched makeup air, gas reticulation with detection and interlocked shutdown, drainage and grease interceptor, and cold rooms. Splitting the kitchen and the front of house between two contractors is where most F&B fit-outs lose time, because the ceiling void is where they collide.

What approvals does a restaurant fit-out need in Riyadh?

Broadly: the landlord or mall tenant coordination approval for the design, municipality (Baladiya) review covering the kitchen layout, hygienic finishes, drainage and grease interception, and civil defence review of the fire, gas detection and suppression provisions. Each has its own submission and inspection point, and each sits on the critical path. We programme these as milestones from week one and attend the inspections, because a failed inspection late in the job is far more expensive than the design work that would have avoided it.

How long does a restaurant fit-out take?

Construction is usually not the constraint — kitchen equipment lead times, extract system procurement and the inspection cycle are. The sequence that works is: confirm the kitchen layout and extract routing against the unit before freezing the interior design, submit for approvals and order equipment in parallel, then slab and drainage work, first fix, kitchen build and front of house together, then commissioning and inspections. Trying to design the dining room before the kitchen services are resolved is the most common cause of rework.

What drives the cost of a restaurant fit-out in Riyadh?

The kitchen specification and the extract and makeup air system usually dominate, followed by whether the unit has adequate drainage falls, gas supply and electrical capacity for the equipment schedule. A unit designed as retail and converted to F&B costs substantially more than a unit already provisioned for it, because the drainage and the extract riser have to be created rather than connected. We survey those three things first, and they largely determine the number.

Can you fit out a unit inside a mall food court?

Yes. Food court units add constraints rather than removing them: a shared extract riser with allocated capacity you cannot exceed, a fixed shopfront line, a landlord-mandated hoarding standard, and noisy works confined to hours outside trading. The extract allocation is the item to verify before signing, because a menu that needs more canopy capacity than the riser allows is a problem no amount of site work will solve.

Why does makeup air matter so much in a kitchen?

An extract canopy removes a large volume of air, and that air has to be replaced. If it is not replaced deliberately with tempered makeup air, the kitchen pulls it from the dining room — which makes the dining room uncomfortable, unbalances the air conditioning, causes doors to slam or stick, and lets cooking odour migrate front of house. Sizing extract and makeup air as one system is straightforward at design stage and expensive to correct after the ceiling is closed.
