What Makes a Fit-Out in Riyadh Different

Fit-out methodology travels. Compliance, climate and programme do not. These are the conditions that shape every interior contract we deliver in Riyadh, and the reasons a contractor who has only worked elsewhere in the region will underprice the job.

The Saudi Building Code governs the interior, not just the shell

Fit-out work is assessed against SBC 201 for general construction, SBC 401 for electrical, SBC 501 for mechanical, SBC 601 for energy conservation and SBC 801 for fire protection. SBC 601 in particular catches people out — glazing performance, insulation and lighting power density in an occupied interior are code matters here, not design preferences.

Two approval routes run in parallel, not in sequence

Municipal approval runs through Amanat Ar-Riyadh and the Balady portal, while fire and life-safety approval runs through Saudi Civil Defence. They are separate submissions with separate inspections, and the Civil Defence certificate is what gates occupancy. Treating them as one queue is the single most common cause of a delayed handover.

Summer imposes a legal restriction on the programme

Outdoor work under direct sun is prohibited between 12:00 and 15:00 from 15 June to 15 September. Interior fit-out is largely unaffected, but deliveries, craneage, facade and any external plant work are — and a programme written without that window built in will slip. Ramadan brings a six-hour working day for Muslim workers under the Labour Law, which again has to be programmed rather than absorbed.

Riyadh dust is a design condition

Ceiling voids, filter selection, door seals and pressurisation all have to account for a dust loading most specifications ignore. It is the difference between an air system that performs in year three and one that is fighting blocked filters by month six.

Long-lead items are imported and the customs clearance is real

Stone, glazed partition systems, specialist joinery, brand-nominated light fittings and most technical equipment arrive from outside the Kingdom. The lead time that matters is the one that includes clearance and inland transport, not the supplier's ex-works date. We order against the former.

Landlord and district conditions vary sharply across the city

A KAFD tower, a Diriyah plot, a Boulevard unit and an Al Malqa villa each impose different access, permit, noise and working-hours conditions. We price the conditions of the specific building, because the difference between them is measured in weeks.

Dar Anan has been contracting in Riyadh since 2002. The value of that is not the number itself — it is that the approval routes, the inspection expectations, the summer restrictions and the district-by-district conditions are already known before the programme is written.

The questions clients ask us most often before an interior fit-out contract is awarded in Riyadh.

What does an interior fit-out contractor actually cover?

A turnkey interior fit-out contract covers everything between the base build and the day you occupy: partitions, ceilings, floor finishes, joinery, decoration, and the mechanical, electrical and plumbing services that sit behind them. It also covers the parts clients tend to forget — landlord and municipality submissions, testing and commissioning, snagging, and the as-built drawings and O&M manuals handed over at completion. Where Dar Anan differs from a finishing subcontractor is that our MEP teams are in-house, so services are coordinated against the ceiling and floor build-ups before anything is closed in.

How much does interior fit-out cost per square metre in Riyadh?

There is no useful single rate, because the same floor area can differ in cost by a factor of three or more depending on partition density, the specification of joinery and stone, how much of the base-build MEP has to be reworked, and whether the space is occupied during the works. A lightly partitioned open-plan office and a clinic with medical gas and lead-lined imaging rooms are not comparable per square metre. We price from a measured survey and a frozen scope rather than a headline rate. Send us the drawings and we will return a costed scope.

How long does a fit-out take from award to handover?

The programme is usually set by three things rather than by construction time: how quickly the landlord or authority returns approvals, the lead time on joinery, stone and specialist equipment, and whether the building imposes out-of-hours working. Construction itself is often the shortest part. We build the programme backwards from your required occupation date and identify the long-lead items in the first week, because those are what actually decide the handover date.

Do you handle landlord and municipality approvals?

Yes. We prepare and submit the drawings pack to the landlord, building management, municipality or operator as the project requires, and we close out their comments before mobilising to site. On mall units this means tenant coordination; in a hotel it means the operator's brand technical services team; in a clinic it means the Ministry of Health licensing route. Getting the submission right first time is usually worth more to the programme than adding labour to site.

Can you work in a building that stays occupied?

Yes, and a significant share of our work is phased around live operations — offices where half the floor keeps trading, clinics that keep seeing patients, hotels that keep selling rooms. That means sealed containment hoarding, separate access and service routes, dust and noise control, and noisy works confined to agreed windows. It is a different way of planning a job, and it needs to be priced and programmed as such from the start rather than added later.

What is the difference between fit-out and interior design?

An interior designer produces the concept, the look and the specification. A fit-out contractor turns that specification into a built, tested, compliant and handed-over space. The two overlap at the detail stage, which is where most problems start: a design that has not been checked against the ceiling void, the structural grid, the base-build HVAC capacity or the landlord's conditions will change on site. We review the design against the building before the drawings are frozen, and we are equally happy to build to a designer's package or to take the project from concept.
